Schools operate under policy prescribed by a combination of federal and state law, State Board of Education rules and other legal authority affecting the governance of Texas school districts. These rules and laws are compiled in the Board Policy Manual . Board policies may be accessed on the internet.

Legal policies track the language of the law. Local policies that are preceded by legal policy in the same code generally expand on, or qualify the legally referenced provision and are approved by the Woodville ISD Board of Trustees. Other local policies stand alone, portraying the Board's stated intentions in areas not otherwise addressed by law.
